About the Ministry
Origins and development:
The year 1372 AH (1953 AD) witnessed the establishment of the Ministry of Transportation to supervise all aspects related to transportation, including roads, railways, and ports. In the year 1395 AH (1975 AD), the state ministries and public institutions were reconstituted, and the General Corporation for Ports and the General Corporation for Railways were established. Since that date, the Ministry has become responsible for planning, designing, constructing and maintaining roads and bridges. A specialized transport agency was later established, responsible for planning and supervising the land and sea transport sectors and coordinating between its various means, in addition to preparing regulations governing the various transport sectors, and issuing the necessary licenses to practice land and sea transport activities. Until the year 1424 AH (2003 AD), the ministry was named (Ministry of Transportation).
In 2016, the Council of Ministers’ decision stipulated that the Minister of Transport should have a supervisory role over the air transport sector, as His Excellency the Minister of Transport holds the position of Chairman of the General Authority of Civil Aviation, which is the body responsible for supervising operational and safety regulations, air navigation services and operations at the Kingdom’s airports. There are 27 airports, including 5 international airports, 12 regional airports, and 10 domestic airports, all of which provide all services to air travelers.
In the year 2021 AD, the Council of Ministers approved amending the name of the Ministry of Transport to become the “Ministry of Transport and Logistics Services.”
The role and tasks of the Ministry
The Ministry of Transport and Logistics works to study, design, implement and maintain road works efficiently. It also participates in coordinating the work of the transport and logistics system, as it plays the role of the legislator for all daily planning and implementation of land, sea and air transport services within the Kingdom, and is keen to connect the Kingdom to the world as an international logistics centre. It is a link to the three continents.
It also provides effective services to all beneficiaries in the Kingdom, based on a vision aimed at developing the transport and logistics sector in the Kingdom, and achieving true harmony and integration between all land, sea and air transport sectors. All of this is within clear frameworks and methodology defined by the Kingdom’s Vision 2030, which will contribute to enhancing the economic development and competitiveness of the Kingdom at the international level.
The transportation and logistics sector constitutes the backbone of the national economy, and plays a major role in sustainable development, as its success depends largely on providing road infrastructure and multimodal means of transportation. Which makes this sector one of the most important sectors that contribute effectively to the economic renaissance of the Kingdom and achieving the specific goals of the development strategy.
The Ministry has prepared an integrated strategy and activated a number of road safety initiatives to reduce accident deaths through a set of measures aimed at applying and raising safety factors on various roads in the Kingdom, and also taking the initiative to reduce the life cycle cost of roads and improving performance by making the most of the available infrastructure. And begin studying a group of projects aimed at generating revenues from road assets, in addition to preparing privatization programs by activating partnerships with the private sector in building, operating and maintaining roads in scientific ways, and benefiting from global experiences in this field.
In light of developing performance and responding to work requirements in the current and future phase, the Ministry recently adopted an organizational structure compatible with work needs. The structure included the creation of new agencies and departments that are compatible with the ambitions and goals of the Kingdom’s Vision 2030. This change included amendments and granting powers to the directors of all branches of the Ministry of Transport and Logistics in the regions. Kingdom to facilitate them in carrying out their supervisory role on road projects in the regions, in addition to creating a department for joint services in the branches that plays an integrated coordination role, and gets rid of centralization in work.
